Volumetrically, the proposed building is composed of two volumes of different heights, which define two voids: the entrance courtyard and the parade ground. These volumes are connected by a glazed lobby that links the two open spaces.

One of the volumes, in the shape of a “T,” has two floors above ground level and accommodates both public support services and spaces designated for police staff. The other volume, consisting of a single floor plus a basement, houses the social areas as well as parking facilities.
